The DRBD service (/etc/init.d/drbd) should NOT be managed by heartbeat and should be running on both nodes. It it responsible for loading the drbd.ko module and getting DRBD into a Secondary/Secondary UpToDate/UpToDate state, ready for the DRBDDisk resource in heartbeat to use.
