Thanks for the hint Brice, thats a good thread. I still don't understand why the fencing parameter (which basically just says what to do when servers disconnect) is part of the disk section and therefore touched by this requirement. I would expect this parameter to be in the network section because it has to do with disconnect operations. However problem solved.
