This is due to a stale 'mysqld' file in /var/lock/subsys/.

How are you starting/stopping the mysqld resource on the active/passive
nodes?  On my fedora machines /etc/init.d/mysqld create/removes
/var/lock/subsys/mysqld as part of start/stop
