[DRBD-user] drbdsetup new-minor throws ERR_MINOR_OR_VOLUME_EXISTS sometimes

hello,

hardening a bit a simple pacemaker HA setup with primary / secondary on top
of LVM volumes,
the drbd OCF fails starting the resource on a slave node with:
 'Failure: (161) Minor or volume exists already (delete it first)'

this happens after doing a bunch of node standby / unstandby (emulating
clean failover- failback).

in drbdsetup.c i can see :
hack around "sysfs: cannot create duplicate filename
'/devices/virtual/bdi/147:0

but not sure why this is happening. (using standard drbd & lvm ocf agents).

looks like a bug to me, *anyone faced the same issue? *
