This might be completely unrelated, but this "nether local nor remote"
triggers some "yes there was a bug, I saw this" memories.

Please try at least with a recent DRBD9 version and see if it
reproduces. 9.0.14 has known bugs, otherwise there would not have been
9.0.15 and 9.0.16...
