Nothing in your configuration jumps out as being wrong but I consider my knowledge of DRBD less than expert. The only time I ever dealt with diskless DRBD problems was due to some short stroked WD RE3 disks timing out causing the RAID array to fail. A hard drive firmware update resolved that problem. So that is the only suggestion I have, check to see if your disks are slow. DRBD will spit out some kernel messages before going diskless. Check your kernel log or dmesg output.
