[DRBD-user] drbd-peer-outdater not included in SLES 11 SP3

drbd-peer-outdater is not a "resource agent".  It is part of the
heartbeat stack, and *requires* the heartbeat communication layer.

Cluster stack on SLES is corosync.

So no chance for "drbd-peer-outdater",
unless you want to change back to using pacemaker on heartbeat.
