I have solved the problem by doing :
“drbdadm disconnect data
drbdadm detach data
drbdadm attach data
drbdadm connect data “ on the both nodes.
So the state become “ Connected “ on them.
But I still get error when trying to change the role of the primary to be
the secondary.
root1:~# cd /tmp
root1:/tmp# secondary-me brings this error:
LV data/confwebmin in use: not deactivating
LV data/mysql in use: not deactivating
LV data/www in use: not deactivating
0: State change failed: (-12) Device is held open by someone
Command 'drbdsetup 0 secondary' terminated with exit code 11
Can somebody help me?

have you tried on the second node:
drbdadm disconnect data
drbdadm detach data
drbdadm attach data
drbdadm connect data
"Unconnected" is a temporary state, prior to attempt a connection. Normaly
this state should change to WFConnection or
WfReportParams etc.
