[DRBD-user] stopping drbd fails

I'd guess that the kernel is keeping the device open to access those 
partitions. Try kpartx -d /dev/drbd0

Btw. is there any reason you cannot use LVM to divide your drbd device into 
different file systems? LVM on top of drbd is a well known and supported 
configuration.
