The most simple solution would be, to create a second line of communication between the two data centers thorough a VPN runnign over the Internet - preferably using a different Provider than for the connection. This should serve as second ring and enable the drbd-peer-outdater to work properly. The bandwidth needed is not high, timeouts need to be adjusted. That should solve your problem. A quorum-server is not strictly needed in this setup, but of course beneficial. A pingnode that is reachable from both systems might serve as a replacement.
