[DRBD-user] Error in creating file system (After drbd is up)

He missed 3 steps. 
He needs to make the resource up to date (drbdadm -- --clear-bitmap
new-current-uuid r0 on one of the resources)
Your primary step (drbdadm primary r0)
He needs to mkfs on the drbd device, not the raw device. (mke2fs -j
/dev/drbd0)

You missed a step. The resource must be primary before you can create
the filesystem. Promote it on one of your nodes and try mkfs again...

# drbdadm primary r0
# mkfs ....

Only do this on one node, as the file system will be replicated by
DRBD to the other (secondary) node.
