Next, it would be good to know if you use any fencing mechanism (STONITH,
DOPD). Did you check the fencing parameter value "resource-and-stonith" do?
Is it not your case?
If this is not your case, you have to provide log files of the standby note
being frozen. I don't know drbd-vbd script. Where it comes from and what it
does?
It would also be better if you include output of:
drbdsetup /dev/drbdX show
