Your advice is noted.

For what I am doing it is somewhat up a drawback. I am trying to make
build redundant active/passive virtual systems on demand. I am
'scripting' the entire process HA, DRBD, LVM, Linux Vserver.

Often, I chose many small configuration files over one large file.
This way if my management code is faulty it has limited impact. Its
easier to create and delete then modify sometimes as well. Small files
are easier on the eyesl. (Of course doing things because of faulty
code is not a great reason to do anything :)

My two cents: It is misleading that you can use -c in some places and
not others.

I will take your advice and move to /etc/drbd.conf. Thank you!
