[DRBD-user] handlers don't get executed and sync problems

I have changed the config accordingly but the handlers still aren't run.

Sorry, if I led you into confusion, I was unclear. After rebooting a machine,
drbd didn't connect the resource mail anymore, while res web still worked fine.
I have used --discard-my-data, and resource mail could be reconnected. However,
since then whenever I reboot mailsrv, drbd on websrv will sync the whole disk.
How come?

I only wanted to excluse complexity, because I thought that authentication
could have led to the different data generation identifiers.
