Just trying to eliminate the obvious, but is there a \ following your first line in the haresources file? Also, I assume /mnt/debian exists and that your resource is named drbd0 in drbd.conf? Sorry, I find myself overlooking little things all the time. Past the obvious, can you do a manual fail over?
