[Drbd-dev] DRBD-8: dynamic trace patch

Attached is the reworked patch that allows all dynamic tracing to be
turned on or off at compile time - this is now a single switch that
turns it all on or off and there is no separate switch for enabling
packet dumping etc.

FWIW - I built with and without and the size difference is about 50KB
(about 4% of the size of drbd.ko).
