[Csync2] Syncing after -cIr

Have two directories that I synced with unison (only 2 hosts).
Upon running csync2 -T saw long list of differences.. which were due to 
time.
Had unison sync times.

Re-run csync2 -T and now only one file showed with X (ignored it at the 
moment..)

Then when I ran: csync2 -xv
it seems the program is still going file by file just to come back with
File is already up to date on peer.

I thought that If I ran "csync2 -cIr" on both hosts and "-T" did not 
report any differences that it should not try to sync all those files.

Any ideas on what I am missing?

The goal is to migrate some directories currently getting synced with 
rsync and unison to csync2. Currently testing on a small setup before 
moving on to a much larger setup.
