There is the "ignore" statement.

ignore uid gid;

May be what you are looking for.

If you look for some textual matching on the "name",
csync2 does not have that (yet).
It basically always does the "numeric-ids" mode.

You'd need to enhance the "SETOWN" command in the csync2 protocol.
