For example, I use the following parameters on "configure" for my opensuse 12.3. ./configure --prefix=/usr --localstatedir=/var --sysconfdir=/etc --with-km I believe you dont have a /usr/local/var directory or anyone of the subdirectories and perhaps you may try to appoint /var instead of /usr/local/var (just like myself).
