[DRBD-user] Strange secondary behavior

Your lower level disk throws IO errors.  As long as it does that, your
Secondary will not become Consistent, ever.  Fix your hardware.

Now, how do I know that?  Well, I don't.
Without log files, I can only guess.

So it may be something totally different.  Read the logs.
