Argh.
drbddisk, class heartbeat
is FOR SURE no master_slave resource.
either get the OCF drbd resource agent running,
which is supposed to be a master_slave thing,
then have a place constraint for the Filesystem depending on that drbd
resource being "master". good luck.

or use drbddisk (heartbeat v1 style resource script),
and delete all that master_slave stuff.

then simply place the Filesystem resource after the drbddisk resource
into a resource group which is configured for colocation
and ordered processing of resources.
