"pe:" negative should never happen.
while fixing other bugs (relevant for protocols != C, also relevant
to reduce latency in all protocols) we introduced a condition
that got these counts imbalanced :(

at various places in the code (e.g. when doing certain state changes)
we wait for the "pe" gauge to reach zero again.
which, now, will never happen.

drbd-8.0.11 fixes this, and should be already uploaded.

unfortunately for "node01",
it is impossible to get drbd out of this state short of reboot.
