No, drbdsetup is for addressing drbd devices directly (like 
drbdsetup /dev/drbd0 up). You normally don't use it directly.

Which drbd version are you using? drbdadm will show when called without 
parameters. create-md should be supported from 8.0.0 onwards, are you still 
with 0.7?
