[DRBD-user] Why wait with degraded cluster

When there is only one node in the cluster, and if the node reboots,
it will, on the way up, wait for the connection up to degr-wfc-timeout.
The question is why it needs to do so knowing that it will timeout?
> # Wait for connection timeout if this node was a degraded cluster.
> # In case a degraded cluster (= cluster with only one node left)
> # is rebooted, this timeout value is used.
> degr-wfc-timeout 120; # 2 minutes.
