[DRBD-user] No rule to make target error

I'm trying to install on RHEL4 with kernel 2.6.9-42.0.2.ELsmp. I downloaded
the kernel-smp-devel-2.6.9-42.0.2.EL.x86_64.rpm and installed it, since this
seemed to be what DRBD install was referring to as kernel-source-2.x.x.
However, when I try to make -s oldconfig_nonint ; make -s oldconfig_nonint,
I get:

make: *** No rule to make target `oldconfig_nonint'.  Stop.
make: *** No rule to make target `oldconfig_nonint'.  Stop.

I did copy over the config to .config in
/usr/src/kernels/2.6.9-42.0.2.EL-smp-x86_64

Any ideas what to do? Thanks,
