[Csync2] 2-node masters and root-owned files

The problem is caused by running csync2 at the same time on both nodes.
This causes a lock on the sqlite database and, occasionally the 
uid/gid/perms are not updated properly.
node1 syncs to node2 and then node2 tries to sync back to node1 at the 
same time which is when you get your 0600 root:root issue.

Make sure that when csync2 runs on one node, it's not running on the 
other node at the same time.
