[Csync2] csync2 for public software mirrors

Hi everyone,

It'd be Pretty Neat to have csync2 work for public software mirrors.

For example CPAN has a little less than 300k files - plenty to create  
a significant I/O load with rsync.

If csync2 could work in an untrusted / anonymous / one-way mode (only  
the anonymous bit is missing...?) it could greatly help the  
distribution of mirrors with lots of small files.
